How about a 90 day freeze in the Federal Payroll Tax for companies who agree not to lay off employees in 2009?

What if the Federal government gave companies a 90 exemption in paying payroll taxes if they agreed not to lay off any employees in 2009. I would make an exemption for early retirement packages. If people are working, the economy has a chance to rebound. The more people out of work the less spending, the harder it is for the economy to recover.
